Legal Issue Research is a comprehensive Chinese law retrieval skill that systematically searches across all tiers of China's legal hierarchy — from national legislation and State Council regulations to Supreme People's Court judicial interpretations, guiding cases, and local rules. It identifies your role (layperson, law student, lawyer, judge/prosecutor, or corporate counsel) and delivers a customized research report with cited statutory text, cross-reference maps, limitation periods, and risk assessments. All conclusions are grounded exclusively in currently effective written law — no speculation, no fabricated citations.

The skill first identifies whether you are a layperson, law student, attorney, judge/prosecutor, or corporate counsel, then structures its output accordingly — plain-language rights checklists and enforcement steps for laypersons; methodology breakdowns and academic references for students; case law and strategy notes for lawyers; guiding-case tables and ruling-rule extractions for judicial officers; and risk matrices with compliance checklists for corporate teams.
Retrieval spans every tier of Chinese law: national statutes (全国人大), State Council regulations, Supreme People's Court and Supreme People's Procuratorate judicial interpretations, guiding cases (参照效力), typical cases (参考), ministerial rules, and local regulations. Each citation includes the document number, effective date, and current validity status.
Every cited provision is reproduced verbatim with its thematic label (e.g., 【违法解除的后果】). The skill then diagrams vertical and horizontal citation chains — showing, for instance, how Article 87 of the Labor Contract Law references Article 47, which in turn is elaborated by the Implementation Regulations — so you can trace the full normative structure at a glance.
The skill strictly distinguishes guiding cases (binding by reference) from typical cases (illustrative only) and prohibits citing fabricated, anonymous, or unverified cases. Each case entry must include the official case name, source, publication date, ruling principle, and applicable statutes.
A dedicated section tabulates all relevant time limits — labor arbitration (1 year), civil litigation (3 years), administrative review (60 days), and others — with the exact statutory basis and calculation notes, so deadlines are never overlooked.
Users with institutional access to the Wolters Kluwer China (威科先行) database can supply their API_KEY and API_SECRET via a config.json file. Once configured, the skill automatically merges proprietary database results with public-channel retrieval for a more comprehensive report, without requiring any code changes.
A worker who was terminated without cause asks whether they are entitled to severance and what the calculation is. The skill confirms the labor relationship, cites Articles 46, 47, and 87 of the Labor Contract Law verbatim, maps the cross-reference to the Implementation Regulations, outputs a rights checklist (N vs. 2N), and explains the one-year arbitration deadline — all in plain language.
An attorney handling a deposit-forfeiture dispute queries the applicable rules. The skill produces a near-opinion-letter format citing Civil Code Articles 586–587, relevant Supreme People's Court judicial interpretations, guiding cases with their ruling principles, judicial-practice divergences across regions, and a key-evidence checklist.
An in-house lawyer for a mid-sized tech company requests a compliance risk assessment. The skill collects company type, headcount, and industry, then outputs a risk matrix covering contract, labor, tax, data-protection (PIPL/DSL), and IP risks — each with a severity rating, legal basis, short/medium/long-term mitigation steps, and a self-audit checklist.
A student studying Chinese labor law asks how the rules on statutory holidays interlock across different normative levels. The skill explains the retrieval methodology (法源层级), quotes the relevant articles from the Labor Law and Labor Contract Law, maps the legislative history, notes academic debate, and recommends authoritative secondary sources.
